Dr. Oumy Ndiaye, PhD

Dr. Oumy Ndiaye is a teacher and research associate at Cheikh Anta Diop University (UCAD) in Dakar, Senegal and Africa Bioethics member. Her expertise spans bioethics, health financing, reproductive health, health rights, ethics in health research, and gender studies. As a Health Economist trained through the Third Cycle Interuniversity Program (PTCI), which encompasses 18 African countries, Dr. Ndiaye also serves as the Gender and Rights Program Manager at the Center for Research and Action on Economic, Social, and Cultural Rights (CRADESC), a regional NGO based in Dakar. She currently leads a regional project addressing violations of the rights of domestic workers across Africa.
Her recent research focuses on ethics in Health research, Bioethics etc. She led a project addressing "Exploring the Environmental Sustainability of AI Health Research Perspectives from Three African Countries: The case of Senegal". She has also worked on maternal, newborn, child, and adolescent well-being (WNCAW), with funding from IDRC. Over the past ten years, her work in this area has equipped her with expertise in leadership, public policy development, evidence-informed advocacy, and the ethical implementation of programs aimed at improving health outcomes for women, children, and adolescents in Senegal and sub-Saharan Africa.
Previously, Dr. Ndiaye worked as a consultant with several research centers, contributing to the implementation, monitoring, and evaluation of multiple projects focused on population health, particularly maternal and child health. In collaboration with the West African Health Organization (WAHO) and the International Development Research Centre (IDRC), she served as an associate researcher in the Senegal Health System Funding Project.
Dr. Ndiaye is also an Associate Researcher at the Center for Research in Applied Economics at UCAD and Co-Principal Investigator of the "Economic Approaches to Adolescent Sexual and Reproductive Health in Senegal" project, funded by IDRC (2018–2022, Project Number: 108934-001). Dr. Ndiaye’s research also delves into understanding policy processes and advocacy within complex adaptive systems in Senegal. Currently, she is conducting health economics research to design and implement interventions that support positive policy change and improve health system outcomes in the country.
In addition to her work in health, Dr. Ndiaye has contributed to advancing knowledge on demographic dividends in West and Central Africa. As a human capital expert, she conducted international consultations and co-authored reports for organizations such as the United Nations Population Fund (UNFPA). Notably, she contributed to a report on the human capital dimensions of the demographic dividend in Niger and Guinea Conakry. She also served as a consultant for Plan International Senegal’s "Strengthening Health Outcomes for Women and Children" (SHOW) project from October 2014 to 2016. Dr. Ndiaye is a published author (see cv please), having co-authored a book on the demographic dividend in Senegal, released by Harmattan Senegal. She is also a member of the consultative committee of BCAWA-ETHICS.
